This video gives a good overview of what an HSA health insurance plan is. HSA insurance is composed of 2 parts; a high deductible health plan (HDHP), and a Health Savings Account (HSA). These 2 parts are independent of each other. So you can have the HDHP insurance plan without setting up an HSA, but you can't contribute money to an HSA without having HSA-compatible HDHP insurance.

There are two versions of the HDHP insurance plan in California. The first is the traditional PPO plan with a deductible that is equal to the out-of-pocket maximum (MOOP). In this type plan the preventive services are free, but all other medical services are part of the deductible costs. Once you reach the deductible the insurance company pays for everything else.

The second type of HDHP is the same as the above, but the deductible and the out-of-pocket maximum are different. In these type plans, once you reach the deductible amount you begin sharing the additional costs with the insurance company until you reach the MOOP. At that point the insurance company pays 100% for any additional services.

The Health Savings Account is typically held at a bank or credit union. Any money put into the account reduces your federal taxable income dollar for dollar. Money that is withdrawn from the HSA to pay for qualified medical expenses is removed tax free. There are limits to how much can be contributed to the account each year, but once contributed the money is never lost. HSA accounts belong to the owner and there is not "use it, or lose it" rule like there is with Flexible Savings Accounts (FSA).
